The Ice Toolz frame and fork adjuster is used to spread or compress a bike's stays or fork to accommodate a hub bigger or smaller than it was originally designed for. You could use the Sheldon Brown wood 2x4 method, but this tool is much more accurate, safe, and requires less grunting and swearing.

ONLY USE THIS TOOL ON STEEL FRAMES AND FORKS - Steel has elastic qualities that aluminum does not. Aluminum frames will crack before they bend - not what you want.
